38th & Chicago businesses and residents are facing a $636,446 tax for reconstruction of George Floyd Square.

Construction at the square begins this week, and businesses and residents along the corridor are facing a significant tax increase.

While this tax accounts for a small percentage of the total city budget for reconstruction of George Floyd Square, it is a significant increase for small business and residents during a vulnerable time, as quality of life and access will be impacted during this period.

Rather than a tax, we believe the city should provide as much support to residents and businesses as possible during the construction period. We are partnering with Central, Powderhorn Park, and Bryant neighborhoods to urge the city to find alternative ways of funding these assessments.

WHAT YOU CAN DO:

1. This Thursday, June 4 at 1:30 PM: Attend the Climate and Infrastructure Committee hearing at City Hall. The hearing room is on the ground floor of Minneapolis City Hall in Room 380, 350 Fifth St. S, Minneapolis, MN 55415.

2. If you’re an impacted party, you MUST SUBMIT AN APPEAL BEFORE JUNE 4. You can submit your appeal online and reference case #2026-00440.

What Happens During the Hearing

An administrative hearing officer will:

• Hear testimony

• Take evidence from both sides

• Decide your appeal 

How Long Does this Process Take?

• Usually, more than one case is scheduled for the same hearing.

• Cases are often heard in the order that people arrive.

• Hearings usually take less than an hour and a half.

Understand Your Decision

After the hearing, you will receive a decision in the mail.
 

Here are the Possible Outcomes:

• Imposed: You must pay the fee or fine. 

• Reduced: You pay a lower amount.

• Stayed: If you meet certain conditions, you might not need to pay some or all of the special assessment. If you do not meet those conditions, you are required to pay the whole amount.

• Dismissed: No payment is due.

At the end of each levy year, the Minneapolis City Council votes to certify the year's assessments. In 2026, the City Council will certify the levy on November 12th.
