NRP
The Neighborhood Revitalization Program (NRP) helps revitalize Minneapolis neighborhoods through cooperative, coordinated service planning and delivery from both the public and private sectors. As part of the program, residents of the city's 81 neighborhoods decide how to spend tax dollars in order to develop a sense of community, increase economic integration and home ownership, and reduce crime.

The Bancroft Neighborhood Association submitted its first Action Plan for NRP Phase I dollars in 1994. At that time, the greatest concerns of the neighborhood residents were keeping residential properties stable and vital, reversing the decline of commercial areas, and increasing personal safety. From 1991 through 1994, more than 40 people participated in the planning process. Out of the planning process and focus groups, the BNA submitted a proposal asking for funds to be spent on housing recommendations, family, safety and social issues, and commercial development.

This year, in 2007, the BNA is implementing NRP Phase II. The Phase II plan was approved at a neighborhood wide meeting in January 2007. The neighborhood has a new allocation of money to be spent. Program regulations call for at least 70 percent of the money to be used for housing concerns. The BNA is looking at ways to continue to use this money for home improvement and grant programs, as well as commercial development.
